Thanks for all of the updates. This is unreal right now. I'd say Sonoyta has a pretty good argument and virtually all of the leverage. 90% tourist travel comes through their town. Good bargaining chip. Smart folk. Do any of these muni's have federal support? For supplies?

Carriers and motorists suffer tire damage due to crime

Altar, Son.-At least a hundred carriers and motorists stopped circulate this Saturday night when criminal groups deposited on the road "staples" that damaged their tires.

Through videos broadcast by the drivers themselves, they denounced the damage suffered by the units, so vehicle traffic from the Altar to Caborca stretch of road was paralyzed for several hours.
Therefore, they alerted the users of said section to avoid driving at night in said area, due to the dangerousness of the criminal gangs that operate, as well as the record that this is the way to operate to continue with car theft. .
So far there is no official report from the authorities on this fact that was denounced through various videos on social networks.

Yes, it's insidious throughout the entire social strata. It's a big reason why we sold everything and left 8 years ago.

This email has been stated and deleted at least three times, by the time I finished the email, the information in the first paragraph was out of date.

Currently traffic is moving smoothly from the border to Penasco. Holders of Permanent Resident Cards with current CFE bills continue to pass through the Sanitary Filter. You will be asked to sign a 14 day home quarantine.

If there are more than two people in a vehicle, wear your mask. If you open your car window to speak to anyone, wear your mask.

Per the request of Sonoyta, proceed through town, no stopping in Sonoyta. The speed limit 25mph, always wear your mask in the car, Mandatory Curfew 10:00 pm - 6:00am

Alcohol sales only till 6:00pm

BEACHES are closed, All beaches are FEDERAL!

Now a little general information, Municipal is now coordinating their announcements to the American community through the Rocky Point Times and Rocky Point 360. Both of these organizations receive information from a single source in a timely manner.
Individual homes, non-rental, do not need to be sanitized according to Dr. Castro.

Yes, mordida (Bribes) in Sonoyta is part of the discussion with the Sonoyta Mayor.

Each of us needs to weight the pros and cons concerning returning or staying in Penasco.

Our Penasco Friends have limited health options, which we would never want to jeopardize, yet our community lives and breathes on the money we contribute to their economy.

I am going to wait till all this passes. I usually go once every month but this year I only went in early March. Now that my spouse and I are licensed foster parents we really can't go without permission from a judge and bio parents or if we put the kid in a licensed respite provider for the weekend. If the water was open & if Sonoyta wasn't blocking I would at least entertain the idea of going while getting the respite for the weekend.

Too much disorganization right now. Makes it a liability in so many ways. Being turned around after a 2.5 hour drive to the border is a liability in itself aside from the other more serious infractions that could take place as a result of trying to go. No beach, no water sport and sanitary filter that only keeps 78% of the virus out. Definitely not going back until ALL of those are lifted. I would wear a mask if required. Pretty sure it's 50/50 if we see Rocky Point at all the rest of this year. I think we're hoping for September or October at this point but realistically, what is going to change in between now and then?

The problem is. I want to go to Rocky Point to go fishing on a kayak by myself. We don't go out any longer other than to eat. We're not so much of a liability as "MOST" that want to go down to Rocky Point so they can spend their entire weekend drinking in a crowded bar which is exactly what just happened in AZ after Memorial Day. It's one thing to be upset about these stay at home orders because you cant go out and enjoy the great outdoors but you have to be a special breed of human to jeopardize both personal and public health to immediately return right back to the petri dish known as a club/bar.

I finally was able to make the trip from Phoenix to Rocky Point today.
it was very smooth. Crossed the border at 7.30am. No line at the border, they ask me if I had a reservation which I had and got the red light, checked around the car and let me go. I drove very slow through Sonoyta. No sign of protest.
Once you arrive in Rocky Point before the overpass you go below the bridge and you reach the sanitation area. There was severally cars, I presented my reservation ( owner reservation), I went through the spray tunnel, not big deal, dog did not need to go through, got two stickers for the car and I was done and relieved.
Biggest problem is looking at the beach and the water and no be able to walk on. Lol but the beach is full of birds
Every business in town requires mask which it is understandable

Real question. What is the objective of your trip if you don't mind? Just trying to understand the dichotomy of what drives an individual to make the trip with all known factors and the fact that you mentioned, not being able to enjoy the beach or water and 10pm curfew? You said owner so maybe work on the property? More power to you. Almost jealous to some degree. Just a natural curiosity about life I guess...

We are permanent guardians of a grandchild and have been taking her down since she was very young. She now says she grew up on the beach and loves it and loves Mexico! Try finding a way to take the kids, it’s so worth it.

We tried but we have a lazy DCS ongoing worker and sup that ignores any emails or calls. They needed one month to obtain the baby's birth certificate, another month to get the passport (COVID-19 excuse for everything), then in the end the bio mother said she didn't want her baby traveling to RP to her attorney because of COVID-19. We eventually gave up on this and went to San Diego since we didn't need permission to travel within the US. We told our ongoing worker to keep working on the passport as planned so we could try again later in the year. Never heard anything back. We might have to wait till adoption if it gets to severance in order to take her to RP.

We obtained severance to ensure the safety of the child now and in the future. Planning to adopt soon. Good luck with DCS! :rolleyes:

I wanted to come and check the condo I rent at Las Palomas, I had a cancellation due to the protest in Sonoyta and I decided to come since I did not have a chance to come for several months.
it gets boring staying on lockout in AZ and even if I cannot go to the beach I am enjoying the different scenary. Cannot wait for morning views, if I get lucky I may see dolphins. The beach is full of birds, I guess nobody is bothering them.

Thanks for the reply. I understand the feeling. Waiting until the peasants (none land owners) like myself can come back down and enjoy our home away from home.

I read July 15th for family, friends and visitors with no reservations. Aug 1st is to take down sanitary filter.

I’m talking about regular people from Sonoyta being able to get in, not owners that own here, you must be some how connected to a tourist trap company that only caters to tourists.

I have been in Penasco over 20 yrs. I really need to go down to Bella and do some work on my condo. A client told my husband that if you are over 65 you can't get into Penasco. I looked in the mirror and yes we are both over 65. Also I always bring my dog.. He was told the rules change daily.

For what it's worth Mary, my Medicare card arrived in the mail this week.

No way I feel or look that old. It's just a number. 65 is the new 40! Now if I could just convince my arthritic knees of that... too much time hitting the deck on my knees to unhook fish.

Everything I have read says this is recommended not enforced (Preferably no travel with minors under 12, or adults over 65 (not obligatory). I have seen signs posted if over 65 you can shop from 8 to 11 am otherwise call them and they will come outside to you. Last I heard Walmart was not letting children in or adults over 65. I have not seen any posts of people being turned back from sanitary filter either. Lots of people have posted they brought their dogs with no problems thru the sanitary filter.

Can anyone tell me what this "Starting the 15th" ostensibly explained below, means in terms of permanent residents, homeowners who have not passed the barrier in either direction since it was established. ? What would you think are 'previously established health measures."? there have been so many modifications over the past months I am totally confused. I got the bit about the Diagnostic Equipment not being available by July 15 you are in the same circumstance you have been since the start of this soup sandwich, you cannot do anything ! Correct ?? I am only concerned about crossing the barrier and returning in a day or so. How do you spell gobblydegook??
I own property here, have the OOMAPAS reciept and will have an FMT. Anyone know who I can have a fluent Spanish speaker call?

Roberto, I read the RP360 and a translated version of the official statement, here is what I got out of it, I'm still really confused.

July 15th Non Res owners, family and friends can come down, but are they required to get a rapid Covid test to be allowed in?
Either in the states or Mexico, will the check points even recognize the US test results?

Is that the diagnostic testing equipment they are waiting on? There will be a health screening check point in Sonoyta?
Also gathered Aug 1st may be the magical day when all the health screening will be taken down??
The beaches being opened maybe or maybe not?.

This was the protocol to have in place:

a) If any of the passengers has a high temperature, a second test will be done with a digital thermometer. If the person has a temperature less than 37.5ºC (normal body temperature), they will all be given entry to the city.
b) In case this second test indicates a high temperature, the individual will be welcome to do a rapid test for Covid-19, with results in 15 minutes. If the passenger does not accept, entry into the city will be denied to all passengers. If undergoing the test, entry will be allowed depending on the test result.

Thx, I knew that. The phase 5 open stuff has mention of cv test from July 15th if it's online yet and Aug 1st open the doors eliminating the sanitizing screen check point. It's perhaps a bit confusing.

Puerto Peñasco registered 1 death and 7 new cases of Covid-19. With this, 3 deaths and 36 cases are accumulated in total.
Sonora added 31 deaths and 214 new cases.

I think they are under reporting the numbers to not cause chaos. The interactive map has not been updated for two weeks or more and was showing 4 deaths and yet they are reporting 3 deaths now. I wish they would stop with all the lies and just tell us like it is so we know what to expect.

I re entered town earlier this PM. I came in through San Louis, south of Yuma. Got a green light at the border. Fast drive down to Puerto Peñasco. At the sanItaly filter I got into the Residents line. The other choice was Tourist. Within 5 minutes I presented my Resident card and CFE Bill. I was told to walk through the tunnel. It was fast and innocuous. In under 10 minutes I was on my way with no stickers on the vehicle and no paperwork or talk of any quarantine.

According to a news report today, due to the large number of states moving into the red zone the federal govt might increase national restrictions on travel. Apparently Mexico is on fire with the virus again, worse than ever. I need to get to Ajo to the bank before another round of belt tightening.

Southern Mexico has been on fire for weeks now so I doubt there will be a second belt tightening. The relationship has been inverse. As things got progressively worse in southern Mexico the time line for full re-open has only gotten better for RP. Definitely weird.

I hope you are going to be able to get in and out quickly, better yet, you already have.

Az is exploding with new cases with record deaths, and if I was in Roberto's shoes I would not feel very comfortable if the gates were opened prematurely.

I returned to the US this morning via Lukeville. The usual Sonyota speed traps plus a new one over a click before the 40 kph zone. Don’t know what the speed limit is there, but I was below it. At the border CBP guy tried to blow smoke up my ass about it being a level 5 border closure and if I kept going back and forth I could find myself denied entry one way or the other. I toyed with telling him how much he’d enjoy being the guy denying entry to documented citizens but I was in a hurry.

One click, that's in between the second to last and the last turn before the uphill and at the knoll, 40kph.... I believe outside of the 40 zone it's 80kph where you're describing. Those sneaky fucking russians...

July 13th - Rocky Point Refresher

* ONLY beach concession area in front of hotels / resorts is available. Beaches remain closed until federal guidance states otherwise. Local authorities are trying to work with Feds for an Aug 1st reopening - however, specific date is not confirmed.
* Health filter at entry to Puerto Peñasco to remain in place at least through Aug 1st
* July 15th is proposed date for entry of friends, family, vacation homeowners, etc. DEPENDING ON acquisition and installation of PCR equipment in Puerto Peñasco (PCR is the nose swab test to replace the current rapid tests) administered randomly at entry and particularly due to elevated temperatures detected by thermal cameras and/or digital thermometers
* Sanitary tunnel uses water mixed with quaternary ammonium compounds
* Masks are required in all public spaces (covering nose and mouth)
* Vehicles - when more than 1 person in car, masks are required
* Citywide curfew remains in effect 10 pm - 6 am Siren from City Hall sounds twice at 10 pm nightly
* Convenience store alcohol sales - only till 6 pm / restaurant alcohol sales till 8 pm
* Aug 1st - is next proposed date for further opening of gyms, public parks, and sports leagues in town
* The state of Sonora remains in red on the National Health Alert MMap (semaforo / stoplight)
* It's about 15° cooler in Puerto Peñasco than Phoenix, but with 60% humidity (at least)
* Sonoyta does not have road blocked - please proceed through Sonoyta and straight to Puerto Peñasco

Today, 7 more positive cases of Covid-19 were confirmed in Puerto Peñasco, of which 4 occurred in health workers, reaching a cumulative 45 people infected with the new coronavirus. 5 official deaths remain.

Today Sonora added 19 deaths and 220 new cases of the disease.

I’ve been pulled over once at the speed trap coming down the hill into Sonoyta.The cop told us u need to be going 40 km when passing the speed limit sign. No ticket, just warning. So now it makes sense. I think when we see a speed limit sign we slow down, but are still over the limit when we pass it. I now go 40 as approaching the top of the hill. I think most people when they crest the hill are over the speed limit and that is when the radar gun gets you. I returned on Sunday as well. Did you see the new X- Ray machines being installed as if you would exit straight, not right towards secondary? One is tall enough, I’m assuming for RV’s. Also all the pot holes going south from Sonoyta are all repaired......smooth drive now!

We should be opening Penasco tomorrow July 15 to family, friends and vacation home owners. However I read an article on msn today that states Mexico is extending non essential travel restrictions at the border until August 21. I know the governor said tourists are essential so I guess we will see what happens tomorrow because still no word that the covid tests are available at the filters.

"The Mexican Foreign Ministry said on its official Twitter Tuesday that "after checking the rise of the COVID-19 spread, Mexico proposed to the US the extension of all non-essential traffic restriction at the common border for 30 more days."

Both countries will continue looking to coordinate the sanitary measures at the border region. The measures will be valid until August 21, 2020, the ministry added."

Well I'm a gonna try it tomorrow. Got a copy of the Bank Trust, Passport, CFE bill, Water Bill. Leaving at 6AM and returning tomorrow. Got a ride up and back , same day. What good luck. May even make a stop at the Ajo Mall! Have not crossed the border in several years. Getting into town is now the big issue.

At the CFE office window int he lobby, show the face of the meter or give her the number. The nice clerk simple prints you a little statement with your name on it and full account number, address. As added insurance I went directly to the pay machine and deposited 20 pesos to get an additional current document with name on it.

We should return about 3 or so lets have a city wide OOOOOOHHHMMM to get some good energy at the return crossing. I'm lookin foreward to the free shower.

From speaking with people I know the mayor has received money from the government to help the people of Puerto Penasco, but instead he used the money for paving of streets, lighting, and heavy equipment for garbage dumps (Is this because his term is almost over and he is making a cash grab before he is out of office via all the companies involved in these projects. This reminds me of how he won the election, lots of payouts and it's not money and that's a fact and I wanted nothing to do with and no I will not elaborate). Kiko should just do what is right and help these people and not leave the burden on us Americans.

Exactly what someone predicted. The tax is on part time residents who are also vacation users, of their own personally owned residence, not just vacation homeowners or visitors. If they get into taxing HOMEOWNERS in any way it would have to include ALL residents, including locals. The 'specific guidelines' are the key to creating an income stream per visit from all property owners who use their own property for personal use, not just income from renters using declared and inspected rental units. As I read it owners who are a permanent resident of , say Hermosillo, are liable for this payment as natives, when they come to visit their second Mexican home.

So now the city will get a payment from several categories classified as visitors in one way or another, even owners of the property when 'visiting'.. It looks like everyone except full time residents will pay each time they pass.

I bet a nickle there will be a permanent structure constructed on that site soon. Note it is conveniently lodged between two large privately owned business structures. Remember it is for the health and benefit of the community. Visitors should be willing to assist the local government and not complain.

I'm leaning that way too Roberto. The new rules for the Aug 1 opening from what I can understand it appears the thermal cameras are staying to re-open the beaches??? Anyone else reading it like that too? No chance that whole operation is being packed up July 31. Especially now that they have monetized it. This is a shit show at it's finest with poor leadership on both sides of the border. AMLO had the same shitty approach, wait, it will go away. In April this fool was still out in public telling people to hug one another. We are where we're at for a reason. As a resident today I happened to be the fifth car and I had to have a rapid test. What a joke Paid $700 MX by card only. Young boy? from red cross pricked my finger and dropped my blood on what looked like a home pregnancy test plastic strip. He told me to go outside the tent and my results would be ready in five minutes. Twenty five minutes later I asked and he didn't remember doing me . He then said yes you can go you are ok. As I thought about this later this afternoon I realized that the test was never labeled. Don't know if I should laugh, shake my head or cry.

which would violate their X amount of people per X square meters they outlined in their press releases.

On Sandy Beach and Playa Hermosa they are setting up shade structures arranged to enforce the distancing outlined in the release for
water access. Not doing that in Cholla now.

Pedestrian access only at Tucson beach, maybe the road in front of JJ's other than boat launchers? and the estuary access,
as you start entering Cholla at the equipment yard is what I read.

They just opened the clinic down the street from Burger king on Benito Juarez see the map ( red X is the location and Burger King is on Northwest side of this map) this is what I was told and it's packed with people I have not been by so cannot confirm 100% but source is good

Just to clarify where it's located in the plaza with Ricky's Wings the shop to the left of it there was a vacant shop that was already built out so they converted to the test clinic

What makes it confusing is after last years Semana Santa debacle they had already enacted much of the same rules in CB. The'd already closed off the road down to Tucson more than a year ago. Villa really tries to limit the amount of assholes that come and set up a day tent and chairs right in the middle of the boat ramp and who gives two shits about Barracho flats.... I'll just have to get Chuck and Marlene's CFE bill and claim I'm going to my house. lol this is such a fricken nightmare. If only we had competent individuals that could have tackled this problem in a more serious manner we may have been back at life already. I wonder how many more months we can drag this on???? 4, 5? Fuck it, we may as well just extend this until January or February until the vaccine arrives. Why not?!

Yes, I read Aug 15-16th for friends and family. Yes it's a cluster, I've been trying to go since June 1st, but don't have a Perm Res card yet.

Hermosillo, Sonora, on July 14, 2020. - As part of his work in the presidency of the Special Covid-19 Commission of the State Congress, Deputy Lázaro Espinoza Mendívil asked the Ministry of Health to clarify the support that has been allocated to Puerto Peñasco to face the current pandemic.

Given this, the instance revealed that throughout the last months Two fixed ventilators, six external ventilation equipment, two electrocardiographs and seven hospital beds, among other supplies, have been assigned to the Puerto Peñasco Hospital.

It should be noted that in addition to this, the Secretary informed the deputy of the delivery of other equipment for medical personnel, highlighting 6 thousand N95 mouthguards, 542 liters of antibacterial gel, 12,600 pairs of examination gloves and 55,000 mouthguards of two and three hats.


Likewise, the deputy questioned the Secretariat about the maintenance services offered to the Puerto Peñasco hospital infrastructure, for which he was held accountable regarding the repair and care of the medical center.

Among these actions, he highlighted the care and repair of the hospital's powerhouse, the maintenance of the medical air generator, care of the fire-fighting plant, maintenance of the electric power plant, the cistern and boilers; the placement of hydro-pneumatic pumps, as well as the corrective maintenance of air conditioners.

In this way, Lázaro Espinoza Mendívil reaffirms his commitment to seeking benefits for the citizens of Puerto Peñasco and all Sonorans at the head of the Special Commission Covid-19.

Looks like the main beach will have the same control that is used in the filter of the current sanitary fence.
They will also have to go through sanitation tunnel use protocols, thermal cameras, antibacterial gel application, randomized rapid tests and other sanitary protocols.

All the other beaches in front of the condos will have the same filter system and managed by the condo security.

For the beaches of Miramar, San Jorge, Playa Encanto, Las Conchas, Estero Morúa, Cerro Prieto, post-Tesoro area, Ostionera area, it is proposed that constant surveillance tours be carried out and the support of private security personnel will be requested to inform the breach of the provisions, since these beaches do not present large crowds due to the distance and their difficult access, allowing maximum groups of 10 people, following the provisions issued by the federation. (Looks like these are the beaches I will fish at less red tape)

This is a great area of NM...the Black Range of mountains in the Gila National Forest. My husband's cousin's grandmother had a couple hotels there....in the towns of Kingston and San Lorenzo. Back then prostitution was legal in Grant County, so she did well. Then something bad happened: the beaver dammed Iron Creek and the diverted water flooded numerous old 1800's silver and gold mines, flushing out some nasty stuff that included some decent amounts of silver or gold., at least for 30-40 years. Desperate folks in the dirty 30's camped out and panned for gold in all the numerous creeks. The actual environmental damage was considered slight at the time, and really has not been studied much since then, but this is the only known area in North America to have quite healthy trees known as "Tarnished Pine ". Descendants of the original Mimbres indigenous people have a modern legend: Local beaver, which constantly wear down and grow new teeth, now grow front teeth of gold ! Tourist oriented signs showing beaver with gold front teeth are everywhere. We've heard there will soon be a "Gold Beaver" motel, but it has been delayed by CV 19.

They issue sanitary regulations for tourism on the beaches of Puerto Peñasco

PUERTO PEÑASCO.- In order to activate tourist activity in the municipality and allow access to the beaches for visitors and locals, the health authorities have issued a series of new regulations.

Access to the beaches will be allowed from 8:00 a.m. to 7:00 p.m., for recreational use, although there will be a limit of people allowed and one for the number of people in each group. The use of face masks will be mandatory upon entering the beaches and through interaction with vendors and service providers. It will not be mandatory when being in the water, but the recommendations for social distancing must be observed, at least one and a half meters between people, when being in or out of the water.

Access to groups of no more than five people will be allowed. The linear extension of the beach will be divided into segments, which will be marked. Each of the groups may make use of one of these segments. In the case of tables and furniture for rent, there will be a designated space for it, although they will also have a spaced distribution to respect the distance of at least three meters between table and table

Today the Sonoran Health Secretariat confirmed 2 deaths and 5 new cases of Covid-19 in Puerto Peñasco.

Two of the confirmed cases of the disease occurred in local health workers.

With these new cases and deaths, Puerto Peñasco accumulates 7 people killed by the virus and 64 cases.

This day Sonora added 25 deaths, to reach 1,565, in addition to 345 new cases of the new coronavirus, for a total of 16,307 cases.
As of today, 11,614 Sonorans have recovered from the disease.

I wish there was only one official CV source for Mexico, it would minimize some of the confusion.
Here is a site that shows all of Mexico but you can click on the individual municipal areas to get update totals.

It is showing 71 cases in Penasco. I am so glad that new cases haven't yet exploded, considering the 10-20K visitors
that have visited since Penasco partially opened up on June 16th. On June 15th there were 29 cases.

It's 75 cases now some three hours later, so it looks like their keeping up on it and it's rising. Do I think those numbers are accurate? Hell no.

Inaccurate reporting of numbers started in China and spread worldwide just like the CV-19.
It's just another disease called lying.

I didn't pay attention to Tonto National Forest closure - drove up Thursday, and saw the closures - shoot! Went a bit further to Willow Springs, a pretty day at 64 degrees, but the parking lots nearly full - boats, kayaks, paddle boards, kids and dogs...... Stayed for a bit enjoying the view, then went to socially distance visit a friend in Colcord Estates, off rim, SE of Christopher Creek. Nice area, had never been there. I can see the attraction - remote, but not too remote. and 20+ cooler than the Valley. Forest due to open Aug 1 - will try creek fishing again after that.

Fraudster Mayor Kiko Munro, who for the sake of maintaining the image of Puerto penasco continues to expose people to the virus resulting in more cases and more deaths. The immediate reality is that in a single family there are up to four infected members or worse all. It is known that in institutions such as the Isssteson (Institute of Security and Social Services), several workers have tested positive for covid, as well as many employees of grocery stores, people from the municipality itself and others, so why is Kiko still not reporting the true numbers.

The number of people confirmed with Covid-19 barely reaches 76 and the deaths are only registered 8. However, the information does not match with the Federal Health Secretary. The real situation is that the number of infections have been increasing along with the number of deaths. Unofficially reported it is said that the numbers of infected exceeds 180 with symptoms, plus the asymptomatic ones, and at least 25 deaths. There have been at least 4 deaths this week and none appear in the figures reported by the state and municipality.
