Mexican Navy 1 Guys with Pangas 1

Well the Navy has put the hurt to out of season shrimpers at Desemboque (seizing boats) but the Navy ship surrounded by pangas that has been anchored a few miles off Santo Tomas seems to be letting the guys shrimp out of season. (you could catch big blues in tidal pools at 3am...but that would have been wrong)
The place is full of Pangas and the lure of easy money (up to 7000 pesos a day) seems to have worked some magic with the navy.

here is a picture of the non hunt for illegal shrimpers. The word is they know when the plane is coming and everyone takes off.

So is it the breeding season so shrimping is not allowed? Not too smart to profit now and hurt a lot more later.
