How late can one declare items and pay the fees when crossing into Mexico?

I read someshere that you declare your items, the guards access the fees and then you go to the bank to pay. I know the bank is not open until midnight. Thus, the question, Can I still declare stuff and pay the fee at 8PM?

The bank is open whenever the border is open!
