A new international real estate scandal that inevitably affect Puerto Peñasco is coming, to feel and be affected condominium owners "Tessoro At Las Conchas" who bought property in what developers owners have been committing a series of defaults and a string of abuse since the project began, but that it became unbearable to Serles cut power to the building for not paying the bill, by failing to provide maintenance fees.
That actually happened last week, has caused them serious trouble, because the electricity had not ceased to operate the elevator, and one lives on the eighth floor, which is aggravated because the woman is disabled, then either flows water because the pump does not work as well as electricity is indispensable for other domestic uses of a home.
The plaintiffs affected denounce this are Richard and Linda Chamberlain, originating in Tucson, who are 4 years old who bought a condo called Ruby, of 2.200 square feet $ 530 000, the other is Doug Matthews, with 6 years of property acquired Diamond called the condo 3,100 square feet in a million dollars, a resident of Phoenix, Arizona, they are giving the face denouncing the irregularities, but another 11 affected, are 13 owners, only one of them is Mexican, arguing that 13 they can not afford the maintenance of the 55 condominiums that make up this development, located at the end of Las Conchas, facing the sea, a project that was cut short in just one quarter, saying sales stopped due to lack of construction rest of development, which consist of 4 towers of 14 floors each, having completed only one that has 55 condos, of which only 13 are sold.

Those affected do not argue that they bought for rental business, but to live their retirement and are considered permanent residents of this port, but now you are uncertain, and therefore can not live here.
Exhibited at the offices of this newspaper that they plan to go to the American press, specifically the Arizona Republic and Tucson News, to explain the difficult situation they are living, but are aware that the damage to Peñasco will be much, because the image reflects the fact that this affects the city, not only to development mentioned, and they do not want that.
Another action that have provided is going to Profeco, upon the recommendation put to them, yet they think they achieved very little at that level, so they are thinking of going to the Governor of the State that the intervention is called these employers to comply.

The three unhappy with the treatment they are giving the developer show that they live very comfortable in Puerto Penasco, that the issue of the alleged insecurity they do not care, even feel safer here than in some areas of the city, abounding Chamberlain marriage they are now living with them a daughter and grandchildren, this reflects the confidence with which live in this port, they said.

What a waste.....I was able to get up on the roof several months ago and snapped a few photos....the views are fantastic from there....will it go the way of some of the other unfinished developments?
Joe you might be able to park your trailer by the pool in exchange for carrying stuff up to the 8th floor for old people...man what a drag for these people....condos are just a real risk in mexico and the states.My friends in Tucson just ate a 750k investment in a project in Arizona
Jerry...I'll pass on that one....a bit too old....when I was a kid, lived in a 5th floor apartment in NYC....no elevator.....I still remember those days!!!
Hell....I wonder what the power requirements are to run the elevator....a small generator??? When I was there back in Oct., there were only 2-3 cars in the garage....nobody outside....and the weather was fantastic!!! The elevators weren't "locked"....and I got off a couple of the other floors that hadn't been "developed" yet.....just bare concrete....
I can just imagine the frustration of the few owners....a huge investment....and the power cut off!

So it seams that these owners were delievered there condos, but forgot to consider the long term costs. They must had realized that not all the condos were sold and that the developer wasnt going to stick around too long. Looks like poor planning on there part in regards to the HOA.

I always said if I were ever to buy a condo, Tessoro would be the one for it's wonderful location and views. Then I came to my senses and bought a beachfront house instead.
I see our house in your picture and I can see the condos from my porch. Very seldom do I see more than one or two units with lights on...sometimes none. Wak by there every day on the beach when we are there and most of the times see nobody. A beautiful place with terrific vews and may end up like the blue dome next door abandoned and empty. Really a shame.

No problem Rosy, I tried the translation thing, but the story still didn't make a lot of sense to me. I had no idea that Tessoro had issues, I thought it was one of the successful projects!

Hate to say it but "Now is a good time to Buy" could be true here...hell, one guy was asking 40 cents on the dollar and new money is on the way at some point.
A couple of years ago we took a tour through there just to be nosy and it was gorgeous. But it's a pain in the ass to have to drive all the way to the end of Las Conchas - at least I wouldn't want to just to go to the store!

It has always been opened but the lack of tenants give it the abandoned look. I have rented there several times over the past year and it is probably my favorite condo. The developer has yet to price to the market so they are having issues selling. Seems like the current owners are keeping it going though. I stayed there once when it was just my family and it was a little strange having the entire place to ourselves. It is a little far removed from town but that had an appeal to it as well. It is near the estuary so I found the fishing out on the reef to be exciting enough to where I did not feel the need to take the boat out. Just watch for stingrays.... I would be very hesitant to own there at this time but renting a place is great.

Its mentioned so matter of factly that I can't help but believe the writer considers it acceptable witbout question. I sure hope that doesn't represent mexican society as a whole.
People burned by the housing bubble sometimes strike out at Jewish people because when you see the names on for example Goldman Sach's board and how they all skated after screwing everyone it just makes Jewish people look bad.You in return gave Mexican people a shot about the Cartels...It's just how the world works.A day doesn't go by that I don't have a negative thought about the Brits being Irish but person to person I like them OK.

The guy that built this would have built amotel 6 at the South Rim of the Grand Canyon too... We would have stopped that project (Tessorro) in the states for sure because our hippies fight back against the booster bulldozer crowd that wrecked Puerto Penasco.

Any updates? Am planning my first trip to rp and found a unit at Tessoro on VRBO. While researching found this thread. I am new to AZ and excited about getting to the beach and some fresh shrimp. Speaking of seafood, anyone have any experience with the oysters down there. Grew up with gulf of mexico oysters and love them more than the pacific nw oysters ive found in the valley. Thanks GV Jack, I think I'll pay that farm a visit. The general feel that I'm getting that as a first timer one of the Sonoran Resorts may be the safest bet. Tessoro location and quiet beach? seemed enticing.
Great call. And keep in mind in winter Sandy Beach tends to be pretty tranquil.
MY wife and I visited Tessoro over New Yea's. It was like surreal - like visiting a place after all the people had gone. (No one anywhere but one surprised gate gaurd.) A little Planet of the Apes-like. But yes, a great location. Still, kinda spooky. But what a nice location...
I also agree with the Bella Sirena comment, and like the Sonoran Sun further up and away on the beach.
Have friends with units there and you shouldnt expect any problems. The homeowners are basically running the place now. I have a house almost next door and the people we see on the beach from there seem to be happy with there stay. The units are beautiful and the best part is that its not crowded at all and that end of the beach can be empty of people many times which we like.

Was out at Las Conchotoday looking the The Villages. I pad for a house there but never got it. Also there are alot of other projects around town that people paid for and never got delivered. Will someone else come in and finish them?
I know they used the money from Phase II to finish my Phase I at Las Palomas. And Phase III to finsih II.
The mooney I put in The Village wa used to finish the 1st houses.
I see this as a problem that I see no sokution too.
When I dumped my Las Palomas condo some of the money to finish that came from Phase II owners. I can't believe that if someone comes in and finish these projects that they are going to do anything for all of us that had paid for a condo that never got built.
Seems to me that if you have documentation about the sale and payments you made, you clearly have a legal interest in the property. Maybe you could file a lein and try to collect something in court, maybe a couple of unfinished houses or some land. I know of a recent case where a person loaned money for a project, was not paid, sued and got ownership of a couple of the units. Another member of the forum has experience with that and maybe he will speak up about it. I hate that people paid money and got nothing. I believe you are correct about the use of the sale money and when sales dried up all the money was spent while waiting for new sales. If there was construction financing available it might be better.
